Innovating from scarcity (and without asking for permission)

Across Latin America—and particularly in El Salvador, ranked 98th of 133 in the 2024 Global Innovation Index—innovation often emerges from urgency rather than abundance (WIPO, 2024). This essay advances the notion of micro-disruptions: small-scale, low-cost, hightraction interventions driven by communities and ventures applying human-centered design (HCD) with means at hand. Building on literature on frugal innovation, effectuation, and entrepreneurial bricolage, we analyze six Salvadoran cases—three community-driven (the Bajo Lempa early warning system, QR payments adopted by micro-merchants, and the MAG’s agromercados program) and three entrepreneurial ventures (Propi, Ábaco Capital, and Vitrinnea). We systematize barriers, design decisions, and transferable lessons. We argue that “innovating without asking for permission” is not illegality but friction-reduction: starting small, prototyping fast, and prioritizing local adoption. Practical recommendations are offered for ommunities, firms, and policymakers seeking to foster sustainable micro-disruptions.
